A requirement by the Securities and Exchange Commission that all publicly-traded companies release all important facts pertaining to their business operations that an investor should know.
When a person, usually a financial professional, makes a comment about a security in public, he usually has to disclose whether or not he currently owns a position in the security or not, to meet the requirements of full disclosure.
