iPackets Signs an LOI to Establish a Chinese Joint Venture With China Coal Information Institute and Henan YongAn Investment

VANCOUVER, BC, Oct 02, 2006 (MARKET WIRE via COMTEX) -- iPackets International, Inc. ("iPackets") (PINKSHEETS: IPKL), a global developer and provider of wireless and communications solutions for the mine-safety industry, announced today that it has signed a Letter of Intent ("LOI") to establish a Chinese Joint Venture ("JV") with China Coal Information Institute ("CCII") and Henan YongAn Investment Guarantee Co. ("YongAn"). The JV will be responsible for the manufacturing, distribution, sales, marketing, installation, deployment, and support of iPackets' iPMine solution to the mining industry in China. The operation will be based in the province of Henan, China's second largest coal producing province.


According to the terms of the LOI, YongAn will provide funding of up to $50 million to the JV, and over two acres (10,000 square meters) of land to build and outfit a world-class manufacturing facility in Jiaozuo city, Henan. CCII will provide the JV with professional services including product certification, sales and marketing, technical support, and market intelligence. iPackets will provide the JV with its technology intellectual property as an asset to be utilized for the China market only, continued product development, technology direction, and technical knowledge transfer. The JV agreement is expected to be finalized in two months.

iPackets had several competing offers to establish a JV in China and short-listed three proposals. After months of negotiations, iPackets selected YongAn and CCII who presented the best offer in terms of investment, product certification, and future commitments. CCII played a key role in facilitating the negotiations and discussions. In the April 10, 2006 press release, iPackets announced that it was in discussions with CCII to conclude an agreement.

"This LOI represents the first step towards our strategy of focusing on the mine-safety industry in China," said Naiel P. Kanno, iPackets' President and CEO. "From the outset, our goal has always been to be a premium provider of a true 2-way wireless mine-safety monitoring and tracking system worldwide. The Chinese JV will enable us to meet the local market demand and export products to other markets globally."

Pre-programmed functions and procedures, and APIs are provided to enable rapid integration into third-party applications for such functions as: billing, user information integration, location enabling third-party applications, and integration to other content providers and services.

iPSuite has been designed from the ground up for integration, including the ability to integrate with existing wireless and non-wireless applications and Web Application Servers from Microsoft, IBM, BEA, Oracle and others.

iPackets is developing a new a product, called iPRoam, that has the bi-directional RPM at its core, but will provide the wireless data communications reliability, efficiency, and seamless heterogeneous network switching (between cellular, 802.11, satellite) without having to build interfaces, forms, or GUIs and without having to change a thing in the application (a true middleware). iPRoam enables telecommunications network providers to offer their subscribers the ability to run applications wirelessly without having to build interfaces, forms, or GUIs.

VoIP (Voice over Internet Protocol) has emerged as a viable way to drastically cut costs of telephone calls, since telephone calls over the Internet do not incur a surcharge on what the user is paying for internet access. One may wonder why there exists a demand for wireless VoIP (W-VoIP). Again, money is the simple answer here. Businesses take great interest in decreased communication costs while making use of a reliable and good quality service. There is a tremendous market opportunity in W-VoIP. The W-VoIP subscribers figure is estimated to grow to 160 million by 2009.

Since VoIP is packet-based, W-VoIP will have the same challenges (and more) as running any data application over wireless networks. Running VoIP over broadband is quite different from running VoIP over wireless networks. Unlike broadband networks (which rarely break down and very predictable), the wireless network is an environment in constant change. If an application (such as VoIP) does not constantly adapt to these changes, delays and constant disconnections occur. The most common challenges with W-VoIP are: echo, jitters and disconnects.

At present the quality of the voice transmission is poor compared to the quality given from a regular telephone, and connecting is also slower. Other issues are roaming access and security. With regard to roaming access, a typical Wi-Fi Access Point offers a communication range of around 100 metres. This area is also known as a hotspot. The difficulty arises when the caller moves in and out of different hotspots. Most PDAs, laptops and WiFi phones perform full WLAN scans when users enter new hotspot areas. These scans tend to produce a latency of around 400 to 600 milliseconds. The latency has the effect of a reduction in voice quality, and the possibility of the call being dropped becomes more likely.

iPackets is working closely with a VoIP provider to develop a wireless interface for the SIP (session Initiation protocol) stack. Using its bi-directional RPM at its core, iPTalk will address the many inherent challenges of W-VoIP, including echo, jitters, and delay.

iPTalk, a small footprint downloadable software program, will allow W-VoIP providers to offer the wireless option with greater reliability and efficiency, thus increasing customer satisfaction and reduce customer churn.

IPKL - iPackets International, Inc.

I just ran across IPKL about a week ago. It looks like software that could be added to your cell phone, an RF-capable PDA, or similar device - like a Java game - and it would communicate with antennas/transceivers down in the mine and a master unit connected to the mine's back office server.

That would certainly speed up finding trapped miners like the ones in West Virigina a while back and probably save a lot of lives. The VOIP capability and standard cell phone voice capabilities would be real handy, also.
