which company is the best penny stock broker. specially the brokerage should be low

I would take a look at MB Trading, TradeKing, or OptionsHouse.

Blain, amazingly you named 2 of the 4 brokers that work with the CoolTrade robotic trading system. MB Trading and OptionsHouse.

OptionsHouse actually changed their pennystock rates to a flat rate of $2.95 a trade, regardless of the number of shares or the price of the stock. They have done that for trades coming from the CoolTrade system only.

I like Interactive Brokers also. Their fees and datafeed are excellent!

The $2.95 is available to all clients regardless of what system they are using not just robotic traders
