Yes you can invest in other countries but you have to have a broker that allows you to do so. For example Scottrade has service in China.

When it comes to the S&P 500 question that is a big yes as well. Every country has their own major index it follows to represent the market as a whole. A good place to find info on international markets would probably be Bloomberg as they cover most.
